Ho Chi Minh City Runs Out Of Land For Workers’ Employees

There is no more room to build worker housing in Ho Chi Minh City's industrial parks and export processing zones, and the supply only meets 15% of the demand.



16 housing complexes have been finished by the Ho Chi Minh City Export Processing and Industrial Zones Administration (HEPZA) to date, accommodating close to 21,000 workers.


The city only constructed one workers' housing project totaling 7 hectares with 1,449 apartments for 7,600 people in the five-year period from 2016 to 2020. 


Almost 60% of the 280,000 workers in the city's 17 export processing zones and industrial parks are migrant labourers.


The demand for rental homes is stronger in the southern hub than the demand for purchasing social housing, according to Huynh Thanh Khiet, deputy director of the Ho Chi Minh City Department of Building. 


There are currently 60,470 boarding homes in the city, which is enough to accommodate the almost 1.5 million workers. More affordable residences are being built in the city, but not for sale. 


In the years 2021 to 2025, the city intends to construct 4,500 apartments for workers and about 7,000 apartments for low-income renters. 11,600 rental flats will be available over the course of the next five years, compared to 8,000 for workers.
